I want to start by saying that I am a social worker in other words I am a jack of all trades except small - medium- large business related stuff. HAHAHA Now based on what I could find here are a few suggestions:

There is a small business liason in your area which can provide you with some recommendations. Call (336)747-7472 and tell your story. These services are through the department.

Call them regardless of whether or not you think you can get the assistance because if they can't help you they will give you other resources to try. I realize it can get frustrating but, trust me eventually you will find a resource it is out there. Be persistant (as a small business owner you have demonstrated that already).

Now, for my forte (includes everything except business). You mentioned you both are disabled (is it due to medical or mental illness). Do you get benefits? What have you applied for (what have you not qualified for)? Do you claim your business or is it under the table? Do you have medical costs? Do you own your house (hence assets)? The point I am trying to make if you want me to see if any other services are out there for you I need more information. I don't want to recommend services that you have tried to further frustrate you. I don't recommend replying public (due to the details needed) so send me a message private if you want further assistance. I pretty much touched on the details needed but, I will recap:

What have you applied for? In other words, what services you did you and not qualify for? (All I need to know is what you applied for and why you didn't qualify. It is important you tell me what they said as the reason you didn't qualify (I know the language). I don't need your explanation to them all I need is what they said to you.

Do you have assets? Yes or no If you are not sure let me know and I will give you a description. (Keep in mind if your business is claimed that will be viewed as an asset)

Are you receiving benefits? Yes or No If yes for what medical or mental illness. If you are not receiving benefits why should you be receiving them? (example: medical issues) The reason this is important is because there are two different routes that can be taken.

Who lives in your house? (All I need is ages and whether they work).

I think this is a good start. I posted public because I know many can learn from your own experience. I don't recommend replying public (to many details).

First off I would recommend a back up plan if the small business takes time to mature. What does the small business involve and what is the back up plan?
